The Circle of Learning and Support
The CHILD framework presents support as a strength-based circle rather than a traditional MTSS triangle. It reflects a continuous Listen–Learn–Teach process in which each ring builds on and strengthens the others. The outer ring represents the learning community—educators and partners who listen, learn together, and refine practice. Within the circle, layered supports reflect shared responsibility: strong experiences for all children, additional supports for some, and intensive supports for a few by really understanding the strength of the individual student and what will support wellness as they receive highly individualized data based decision making and instruction. Each layer depends on the strength of the others, so support grows inward without separating children from the core community.
Community Through Identity and Belonging
Learning grows stronger when both children and adults feel seen and connected. Relationships with families, Elders, teachers, and community members, along with connection to land and language, help build shared identity and belonging. This sense of place and relationship supports development across all domains—language, literacy, cognition, physical development, social-emotional skills, collaboration, and wellness. Learning becomes more meaningful and lasting for everyone in the community.
How Supports Deepen Across Tiers
Within this framework, supports increase in response to children’s strengths and needs. Tier 1 provides culturally grounded instruction and environments for all children. Tier 2 adds targeted opportunities and guided practice to strengthen developing skills and expand knowledge. Tier 3 provides individualized planning and coordinated supports with families and specialists. Across all tiers, children remain connected to the same relationships, routines, and community-based learning.
